HB 90—Communicable Disease Act—AIDS Reporting. Existing law requires the Illinois Department of Public Health to notify a school principal when a student who has AIDS or who is known to have been in contact with AIDS enrolls in a public school. Is in the House Rules Committee.
HB 178—Same-Sex Marriage and Religious Freedom Act. Amends the marriage laws so marriage is between two people. In the House Rules Committee.
HB 2234—Civil Unions and Religious Freedom Act. Gives all the rights and privileges of marriage to same-sex couples. Is really same-sex marriage called by another name. Will be used to strike down existing marriage laws if passed by the General Assembly. Is in the House Rules Committee.
SB 1716—Amended the last week of Spring session to become the Civil Unions and Religious Freedom Act. Has already passed the Senate once, so can be passed out of the House and moved to the Senate for a vote in a matter of hours. Is on third reading on the House floor.
HB 288—Student Silent Reflection Act. Removes “and Silent Prayer” from the title of the Act, and removes the words “silent prayer” from the body of the act. Currently the law requires a moment of silent prayer or silent reflection. This bill makes “silent reflection” permissible. Result of a lawsuit striking down the “Silent Prayer” part of the law. Passed the House, was stopped in the Senate Education Committee..
HB 374—Abusive Work Environment Prevention Act. Defines “abusive conduct” as conduct of an employer or employee in the workplace, with malice, that a reasonable person would find hostile, and offensive, and “abusive work environment” as a workplace where an employee suffers abusive conduct that causes physical or psychological harm to the employee. Potential to be used against Christians who witness or stand up for what is right in the workplace. In the House Rules Committee..
HB 631, SB 240—Insurance Code—Religious Exempt Organizations. Clarifies that religious organizations that facilitate health cost sharing (such as Samaritan Ministries) are not under the authority of the Department of Insurance. HB 631 is on second reading in the House. Both in the House Rules Committee.
HB 2354—FOCA—Reproductive Health and Access Act. Is a state version of the federal Freedom of Choice Act that would do away with all abortion restrictions in Illinois, overturning Parental Notification and the Ban on Medicaid Funding of Abortion. In the House Rules Committee.
HJRCA 2—Marriage Amendment—No action by the legislative leaders. Limiting marriage to a man and a woman as well as prohibiting civil unions and domestic partnerships. It is in the House Rules Committee.
HJRCA 3—ERA—Will undermine marriage laws since it does not allow discrimination based upon sex. Will overturn abortion laws, and put women in the military. It is in the House Rules Committee.
HB 255—Capital Funding Bill. Creates the Video Gaming Act. Privatizes the lottery. Allows lottery internet sales. Increases sales tax on beverages, cosmetics, candy, etc., from 1% to 6.75% Funds the Construction Bonds. On the Governor’s desk.
SB 245—Same-Sex Domestic Partners Benefits. Provides same-sex domestic partner death benefits for the Chicago and Downstate Teachers. Equates a same-sex domestic partner with “spouse”. Failed to pass the Senate Pensions Committee.
SB 1298—Internet Gambling on Horse Races. Legalizes betting on horses from computers, cell phones, Blackberries, home computers, and other electronic devices. Passed both Houses and is on the Governor’s desk.
SB 1595—Off-Track Betting Parlor Locations. Amends the law to make it so off-track betting parlors can be within 500 feet of Day Care Centers, Pre-schools, Trade Schools, Colleges and Universities, and Youth Centers. Sent to the Governor.
SB 1338—Illinois Department of Public Health—Abortion Ultrasound Act. Requires abortion clinics to offer expectant mothers the opportunity to view ultrasounds of their babies before an abortion is committed. In the Senate Assignments Committee.
SB 1354—Amends the Vital Records Act. Allows a person’s gender on the birth certificate to be changed on certification from a foreign doctor that surgery has changed the person’s gender. Returned to the Senate Committee on Assignments.
SB 1381—Legalizes the Use of Marijuana for Medical Purposes. Allows possession of no more than seven dried marijuana plants and 2 ounces of dried usable cannabis for use in treating certain debilitating medical conditions. Passed the Senate, is on third reading in the House.
SB 2468—Equal Marriage. Amends current Illinois law to allow same-sex marriage. In the Senate Assignment Committee.
SR 47—Opposes Freedom of Choice. Resolution that the Illinois Senate does not support the passage of the Freedom of Choice Act by Congress. In the Senate Assignments Committee.
